Define purchase budgets and monitor consumption against commitments and posted bills.

Step-by-step

1. Open Purchases → Budgets. (UAT-C-PUR-BUD-001)
2. Create budget lines by period, cost center, or project. (UAT-C-PUR-BUD-001)
3. Track actuals from posted bills and orders. (UAT-C-PUR-BUD-001)
4. Review overrun alerts during approval. (UAT-C-PUR-BUD-001)
5. Review the audit trail on the record. (Expected: activity event with actor and timestamp.) (UAT-C-PUR-BUD-001)
6. If access is denied, verify module activation at tenant and company level before retrying. (UAT-C-PUR-BUD-001)
